When Canadian MSB registration may apply
Businesses providing foreign-exchange dealing, remitting or transmitting funds, issuing or redeeming money orders and certain virtual-currency services may fall within Canada’s money services business framework. The correct analysis depends on the actual service, the entities involved and where the business is conducted.
Meridian supports the practical build: incorporating or preparing the company, documenting the activity, coordinating the FINTRAC registration file and creating operational compliance materials that reflect how the business intends to work.
The term “Canada MSB licence” is common in commercial searches, but FINTRAC describes the process as registration. Registration does not certify the business or remove other federal, provincial or contractual requirements.
Scope of support
- Initial activity and registration-scope review
- Canadian company formation or readiness review
- Ownership, director and key-person document checklist
- FINTRAC registration data preparation and submission coordination
- AML/ATF compliance programme, risk assessment and procedures
- Compliance officer role and training framework
- Record-keeping, reporting and review calendar
- Banking or payment-partner onboarding preparation
The scope can be adjusted for a start-up, an existing Canadian company adding regulated activities or an international group establishing a Canadian operating vehicle.
Information needed before the application
A credible file must explain more than the intended trade name. We normally request a clear description of services, customer types, countries served, transaction channels, anticipated volumes, currencies, sources of funds, settlement method, counterparties and technology stack.
We also review the ownership chain and the roles of directors, the compliance officer and operational personnel. If agents, third-party processors, liquidity providers or overseas affiliates are involved, those relationships should be mapped before registration and provider onboarding.
Official registration context
FINTRAC maintains the MSB registry and publishes registration guidance. Clients should verify the current rules and their public status directly through the regulator.

Where retail payment activities are involved, a separate assessment under Canada’s retail payment supervision framework may also be relevant. That question should be considered early rather than inferred from MSB registration alone.
Frequently asked questions
How long does Canada MSB registration take?
Timing depends on readiness, the quality of information and regulator processing. We scope the sequence but do not promise a fixed approval date.
Does FINTRAC registration include a bank account?
No. Banking is a separate third-party underwriting process. We can prepare a provider-facing file as an additional workstream.
Can non-Canadian founders own a Canadian MSB?
International ownership may be possible, but the full structure, operating model, personnel and other legal requirements need case-specific review.
